The bass content shouldn't be low. What kind of shape is the speaker in? A lot of times I"ve seen some pretty screwed up speakers that cause poor low end response.
Those gold caps are not factory. looks like somebody put them in in parallel with the originals. You should replace all of the electrolytic capacitors, Also the 1 watt 470 ohm resistor thats right next to the 2 watt 1k resistor in the picture that has the Gold caps, should be replaced. replace it with a 2 Watt.

check the capacitor that is next to the 10 Watt 140Ohm resistor in that picture too. It looks like its been replaced. it should be a 25uf you could boost it up to 50f if you really wanted, but I think 25uf is fine. sometimes people decide that they should put a 220uf or something goofy in there, this is not a good idea.

I wouldn't start trouble shooting "problems" with the amp when there are clearly things that aren't quite right about the amp to begin with.
