The magnavox era amps are hard to date by serial number. There doesn't seem to be a rhyme or reason to the serial numbers at that time (or if there is we don't know what it is). Best thing to do is open the amp and read the pot codes. That should give a good idea when the amp was made.
The v4b is a 100 watt amp. This is what ampeg advertised the amp as, and what I have always measured on the output.
